Summary of the House Committee Version of the Bill

HCS SCS SB 520 -- MOTOR VEHICLES

SPONSOR:  Foster (Myers)

COMMITTEE ACTION:  Voted "do pass by consent" by the Committee
on Motor Vehicle and Traffic Regulations by a vote of 9 to 0.

Currently, the registration fee for commercial motor vehicles
over 72,000 pounds is $350.50.  This substitute revises the
schedule so this fee applies to vehicles from 72,001 to 80,000
pounds.

The substitute also provides that any paid registration or
license plate for a commercial trailer through a reciprocity
agreement will remain even if the agreement no longer requires
apportionment of the trailers.  The Highway Reciprocity
Commission will have the authority to issue permanent or
temporary registrations on commercial trailers whether or not
the registration is issued pursuant to a reciprocity agreement.
Non-apportioned plates issued by the commission may contain the
legend "HRC TLR" in lieu of the words "Show-Me-State."

In cases where a commercial vehicle license plate is returned
and a refund is due, if the refund is to come from moneys
previously transferred to another state as a result of a
reciprocity agreement, refund by the Director of the Department
of Revenue may only be made upon return of the moneys from that
state.  If such moneys are not returned by that state, refund
will not be made.

FISCAL NOTE:  No impact on state funds.

PROPONENTS:  Supporters say the bill will correct several
problems in trucking.  Currently, Missouri's heaviest weight for
local trucks is 72,000 lbs. or over.  In some states, Missouri
vehicles weighing over 72,000 lbs. are considered over-weight
because Missouri does not have a specific category.

Testifying for the bill was Senator Foster.

OPPONENTS:  There was no opposition voiced to the committee.
